Scope of Work:

Skills needed: FTTCS Outside Plant (OSP) Engineer for survey and design: • In depth experience designing OSP systems in the FTTX deployments. Includes aerial and buried fiber cable systems, splicing, cable placement and make ready task if required. • Attend site meetings with infrastructure and right of way owners as required. Prepare and distribute minutes. • Ability to do easement research on existing private properties. • Ability to interpret existing Lease agreements with the property owners. Includes identification of the allowable route of the utility facility. • Ability to interface with land surveyors as required to document existing easements. • Responsible for coordinating the design with property owner, permitting/ROW agents, adjusting the design and approach as necessary. • Coordinate with client representatives regarding environmental on-site inspections, testing and project reviews. • Ensure project milestones and schedules are met, manage and document project risks, issues and changes • Establish and maintain positive relationships with all customers, local agencies and property owners. • Resolve property owners conflicts on site. • Maintain a master copy of all State, City, County, Local and Subcontractor acquired work permits • Develop final design package for each area to include final approved design drawings, splicing details, and bills of materials (BOMs), permits and easement documents. • Conduct cell site survey; o Sketch existing cell site floor layout o Identify availability of existing DC power leads for future equipment o Identify location of telco board o Identify location of ground bar o Provide cable/conduit layout from the telco board to the proposed equipment location Experience: 5 Years or more of recent AT&T SE Outside Plant Engineering Experience F1 & F2 Fiber Design (Underground, Buried, Aerial) 5 Years or more of recent BSTCAD Design experience Working knowledge of the AT&T SE OSPE Tool Suite: OSPCM, JMS, AOTx, CFAS, PMTool, EWO, PLANET, FIG, CEEOT, OCALC, etc 5 Years or more of recent AT&T SW Outside Plant Engineering Experience Proficient in MS Word, Excel, Arc View/GIS, ARES/ARAMIS DT, BSTCAD, OPTI/JAM, Autocadd/Microstation and Visio software. In-depth knowledge of Commercial Standards, National Electric Safety Code (NESC), RUS Requirements, State and Local Requirements. Project Scope : FTTC Conversion – Survey Cabinet and Distribution Area (“DA”) , Survey additional cabinet F1 & F2 Overlay Design F2 Overlay Drop Path Place & Rod F2 Overlay Drop Path Rodding Only F1 Retrofit Design with generator – includes placing/wiring generator, conduit, concrete pad, and coordinating fuel source, power, and electrical permits F1 Retrofit Design with battery cabinet – includes placing/wiring battery cabinet/batteries, conduit, concrete pad, and coordinating power and electrical permits F2 Retrofit Design Underground (“UG”) fiber placement Buried fiber placement F1 Retrofit Design w/o generator or battery cabinet – includes additional battery strings Aerial fiber placement O-calc pole loading – includes all tasks to provide O-calc pole report Advance fiber count in existing splices – used at splice locations that do not involve new cable Permit Submission Permit Tracking Permits Requiring Professionally Engineered Drawings (“PE”) – cost of permit Permits Requiring PE – 10% handling Revision – not due to engineering error Planning and Loop Analysis Network Evaluation Tool (‘PLANET”) – FTTCS Conversion Equipment Rearrangement or removal – includes cutover F1 CEEOTS completion
